(a) Job Responsibilities. Under administrative direction, the Finance Director shall direct and monitor the accounting, collection and custody of funds; control disbursements; countersign bonds and notes; certify contracts and other obligations for expenditures; participate in the investment of City funds; and perform other related duties as required.
(b) Qualifications. The Finance Director shall have any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed in subsection (d) hereof. An example of an acceptable qualification for this position is as follows: Completion of post secondary education in business, finance or other related areas and three years of experience in municipal finance, including work in municipal accounting, budgeting and purchasing, including the supervision of others, or equivalent.
(c) Illustrative Duties. The Finance Director shall:
(1) Direct and monitor the accounting, collection and custody of City funds; and provide instruction for clerks, the Tax Commissioner and the Utility Billing Supervisor, as necessary;
(2) Direct and monitor the personnel records and payroll system;
(3) Participate in management responsibilities and decisions, such as, but not limited to, recommending discipline, hiring and promotions, adjusting grievances and other labor contract administrative matters and assignments; and evaluate employee performance levels;
(4) Maintain a cash control ledger of City funds; coordinate investments and cash control to ensure the City's ability to meet expense obligations; and ensure that expenditures do not exceed appropriations;
(5) Supervise accounts payable functions; approve all disbursements; certify all purchase orders and coding, and certify City contracts as to availability of funds;
(6) Process legal documents necessary for the issuance of notes or bonds; maintain a bond register; and properly retire all debt;
(7) Conduct research and prepare various records, reports and other related documentation, e.g. the annual State financial report, the annual County budget report, monthly financial reports, budget books, bond and note indebtedness statements, etc.;
(8) Act as data processing supervisor for all divisions; select appropriate financial and personnel systems software; and operate the computer in payroll, accounts payable, budgeting and general ledger;
(9) Invest all City funds, keep an investment register and properly credit interest;
(10) Communicate with Council members, Council Finance Committee members, bond counselors, bank and savings and loan officials and other related professionals regarding City finances, treasury investments, depository contracts, bond and note issues, etc.; and
(11) Serve on the Board of Control and assist in developing and interpreting policies for all divisions.
(d) Knowledge, Skills and Abilities. The Finance Director shall have:
(1) Knowledge of management practices and principles, personnel management, public finance, public accounting, codes, ordinances and other regulations governing public finances, city government structure and process, computer operations, computer software, public relations and investment strategies; and
(2) The ability to direct and coordinate activities of others; exercise considerable independent judgment; communicate effectively through speech and writing; collect, analyze and interpret data; identify existing or potential problem areas and formulate corrective measures; develop and maintain working relationships with other City employees, community officials and other related professionals; prepare and maintain accurate documentation; review work of others to ensure compliance with established standards; utilize computer hardware; and select and utilize computer software to meet financial and personnel reporting needs.
