(a) Establishment of Division; Duties; Tax Commissioner. There is hereby established an Income Tax Division within the Department of Finance, which Division is hereby charged with the administration, collection and enforcement of the income tax, the transient guest tax and any other tax that may be levied by the City, except the real estate tax. The Division shall be under the supervision of a Tax Commissioner and shall be composed of other personnel as Council provides by ordinance.
