135.14 CERTIFICATION OF ELECTION OF CERTAIN OFFICERS.
   (a)    The Finance Director shall certify the election of every officer of the City having the power to discharge the duties of a judge of a county court, to take the acknowledgment of deeds or to certify depositions or affidavits to be used within the City to the Court of Common Pleas of the County, with the date of the election and the time when the officer became legally qualified to discharge the duties of the office. The certification shall be made within ten days after qualification.
   (b)    The Clerk of the Court of Common Pleas shall record the certificates in an appropriate record book. The same fees shall be allowed to the officers certifying and recording them as are allowed under Ohio R.C. 2303.20(S) .
   (c) If the Director and the Clerk fail to perform their duties, they shall be liable for all damages arising from such failure.
