At the end of each fiscal year, or more often if required by Council, the Finance Director shall audit the accounts of all officers and departments. The Director shall prescribe the form of accounts and reports to be rendered to the Department of Finance and the form and method of keeping accounts by all other departments. Subject to the powers and duties of the Auditor of State, the Director shall inspect and revise the accounts and reports. On the death, resignation, removal or expiration of the term of any officer, the Director shall audit the account of the officer, and if the officer is found to be indebted to the City, the Director shall immediately give notice to Council and to the Director of Law, and the Director of Law shall proceed to collect the indebtedness.
