The Finance Director shall settle and account quarterly with Council and when Council may, by resolution or ordinance, require. An annual estimate of receipts and expenditures and of appropriation measures, and an annual report on the financial condition and needs of the City, shall be given to Council by the Mayor, pursuant to Section 3.05(4) of the City Charter and Section 129.02 of this Administrative Code.
