The Finance Director shall demand and receive from the County Treasurer taxes levied and assessments made and certified to the County Auditor by authority of Council and placed by the County Auditor on the tax-list for collection. The Director shall demand and receive, from persons authorized to collect or required to pay them, moneys accruing to the City from judgments, fines, penalties, forfeitures, licenses, costs taxed in the Municipal Court and debts due the City. The Director shall disburse them on the order of the person authorized by law or ordinance to issue such an order.
