131.02 PARTICIPATION IN COOPERATIVE PURCHASING PROGRAMS.
   (a)    The City Administrator is hereby authorized to procure goods and services through cooperative purchasing programs operated by the Ohio Department of Transportation and Ohio Department of Administrative Services and through joint purchasing programs operated by any national or state association of political subdivisions in which the City of Defiance is now or may hereafter be enrolled as a member, including, without limitation, the National Joint Powers Alliance.
   (b)   The City Administrator is hereby authorized to bind the City to all terms and conditions of the cooperative and joint purchasing programs in which the City participates as prescribed by the Director of Transportation, Director of Administrative Services or any national or state association of political subdivisions of which the City is or may become a member.
   (c)   The City Administrator is hereby authorized to directly pay the vendor of goods and services procured through cooperative and joint purchasing programs in which the City participates.
   (d)   The City agrees to hold the Department of Transportation, Department of Administrative Services and their Directors harmless against any claim or dispute arising out of the award of a municipal procurement contract through a cooperative purchasing program.
   (e)   The solicitation of bids shall not be required prior to the award of any contract to supply goods or services procured through municipal participation in a cooperative or joint purchasing program authorized by this section. Procurement contracts awarded pursuant to this section shall be approved in the manner required by Chapter 151 of the Codified Ordinances.
