131.01 JOB DESCRIPTION.
   The job description for the City Administrator is as follows:
(a)    Job Responsibilities. The City Administrator shall be under the administrative direction of the Mayor. He or she shall plan and manage City governmental operations and perform other related duties as required.
(b)    Qualifications. The City Administrator shall have any combination of training and work experience which indicates possession of the skills, knowledge and abilities listed below. An example of an acceptable qualification for this position is a B.S. Degree in Public Administration or Business Administration and five years experience as an administrative level supervisor in city government (or equivalent), of which at least two years must be in a supervisory capacity.
(c)    Illustrative Duties. The City Administrator shall:
(1)    Manage and direct the daily operations of the safety and service functions of City government; maintain communication with departmental supervisory personnel to ensure that departments are functioning in compliance with City policy and procedure; provide direction to supervisors concerning the establishment and obtainment of short range and long range departmental objectives; and coordinate City departments toward common goals;
(2)    Develop policies and procedures relative to City governmental operations and inform departmental supervisors, through verbal or written communication, of policy or procedural changes relative to their department operation;
(3)    Meet and confer with employee organizations; analyze requests, discuss requests with affected City personnel; and prepare responses to organizations;
(4)    Review departmental budgets developed by supervisory personnel; comply with budget requests; and submit the same to the financial manager with recommendations for approval;
(5)    Oversee expenditures of moneys to ensure adherence to approved departmental budgets;
(6)    Conduct regular meetings with supervisory personnel on an individual or group basis;
(7)    Attend Council meetings to express special concerns, to provide information and to recommend measures for adoption; prepare reports on work progress, etc., for review by Council; and prepare all work-study agendas;
(8)    Serve as an official City representative in public meetings; and
(9)    Represent the City in dealings with the news media on official City matters, prepare press releases, grant interviews, etc.
(d)   Knowledge, Skills and Abilities. The City Administrator shall have:
(1)    Knowledge of public administration principles, administrative management principles and practices and city governmental processes and procedure;
(2)    The ability to communicate effectively in both oral and written form, to coordinate autonomous organizational units toward common objectives, to plan and establish viable short range goals to meet long range objectives, and to develop and maintain effective working relationships with associates, departmental supervisors, City officials and the general public;
(3)    The ability to plan viable City policies and procedures in consideration of defined objectives and organizational needs;
(4)    Knowledge of budget development methods and techniques;
(5)    The ability to effectively control expenditures within established budgetary guidelines;
(6)    The ability to prepare reports; and
(7)    The ability to deal effectively with the news media.
