(a) The “Rules of Conduct and Procedure, Defiance City Council” as amended, revised, rearranged, renumbered, consolidated and filed with the Clerk, are adopted.
(b) Nothing in this section, nor in any amendment of or revision to the Rules of Conduct and Procedure adopted by this section, shall invalidate any prior act of Council nor limit the enforcement or alter the meaning of any ordinance or resolution heretofore enacted or adopted.
