(a) The improvement of land in violation of this Chapter is declared to be a public nuisance subject to abatement by appropriate action before any Court of competent jurisdiction. The Director of Law is hereby authorized to institute such equitable actions as may be deemed necessary to prevent, enjoin, abate or otherwise prohibit the use of land in violation of this Chapter.
(b) The authority conferred in the Director of Law to bring action in the name of the City and on behalf of its residents shall not limit the right of any person to secure any benefit or protection arising under this Chapter by appropriate legal or equitable action.
