(a) This chapter applies to all development on land zoned "Flood Plain" and to all development on land that, regardless of zoning, is designated as an "Area of Special Flood Hazard" on the Flood Insurance Rate Map and Flood Insurance Study.
(b) In the event land identified as an area of special flood hazard by the Federal Emergency Management Agency is annexed to the City, said land shall be subject to all requirements of this Chapter on the effective date of such annexation.
