If an application for a certificate of appropriateness is denied, a copy of the minutes of the meeting and written reasons for the denial shall be given to the applicant. The applicant shall have thirty days from the date of the denial to appeal the denial to Council. Upon receipt of the appeal, Council shall have sixty days in which to schedule any necessary hearings and make a final determination on the merits of the appeal.
