1353.01 INITIATION OF NOMINATIONS FOR ESTABLISHMENT OF DISTRICTS.
   A recommendation for establishing an Historical District or landmark site may be initiated from either of the following two sources:
(a)    Based on its survey, the Historical Preservation Review Commission may prepare and submit, in accordance with this chapter, Historical District or landmark site nominations for Council approval. These nominations shall first be submitted to the City Planning Commission for its review and comment. For the purpose of this chapter, no building or site may be nominated for inclusion in an Historical District or as an historical site unless the owner of that building or site has so authorized the nomination.
   (b)    Owners of property in fee simple wishing to establish an Historical District or landmark site which includes their property may petition the Historical Preservation Review Commission to consider designating the property to be processed as described in subsection (a) hereof.
