Every building, (including, without limitation: all commercial and industrial buildings, dwellings, industrialized units and manufactured housing units, and all garages, storage sheds and similar structures accessory thereto) shall be maintained so as to keep the foundation, floor, outer walls, ceilings and roof weathertight, watertight and rodentproof. Every window, exterior door and basement hatchway or stairway shall be maintained in a weathertight, water tight and rodentproof, condition and kept in good working order and repair. Every inside and outside stair and handrail, and every porch and rail, shall be so constructed as to be safe to use and capable of supporting the maximum load that normal use may cause to be placed thereon, and shall be kept in sound condition and good repair.
