1337.09 PERMIT REQUIREMENTS.
   (a)    Except as provided in this section, no person shall erect any sign without first obtaining a Sign Permit from the Building and Zoning Commissioner.
 
   (b)    No permit shall be required for the erection of a sign expressly exempted from the permit requirements of the Ohio Building Code.
 
   (c)    No permit shall be required for the erection of:
(1)   A non-illuminated temporary ground sign less than 12 square feet in area and 5 feet in height;
(2)   A window sign that does not exceed 10 square feet in area and does not cover more than 25% of area of the window;
(3)   A sign that is an integral part of the original construction of a vending machine, fuel pump or similar device;
(4)   A flag not exceeding 20 square feet in area or 5 feet in length and located entirely within the boundaries of the lot or parcel on which it is flown;
(5)   A cornerstone incorporated into a building and displaying only the name of the building, building owner, architect, contractor, dates of construction, brief dedication and similar historical information;
(6)   A plaque or nameplate not exceeding 3 square feet in area that is permanently affixed to a building as a wall sign and displays only the name of the building, address of the building and name of the occupant or occupants of the building;
(7)   Monuments and markers within cemeteries;
(8)   Letters and numbers less than 6 inches in height identifying the address of any structure.
 
   (d)    Applications for the issuance of a permit shall be made on forms prescribed by the Building and Zoning Commissioner and shall require the disclosure of all information necessary to demonstrate compliance with all applicable provisions of the Ohio Building Code, the Zoning Code and this chapter.
