1315.06 DETERMINATIONS OF THE BOARD OF ZONING AND BUILDING APPEALS.
   (a)    The Board shall decide all appeals within thirty days after the final hearing thereon. The Board may reverse or affirm, wholly or partly, or modify, the order, requirement, decision or determination appealed from, and shall make such order, requirement, decision or determination as in its opinion ought to be made in the premises, and to that end shall have all powers of the Building and Zoning Commissioner from whom the appeal is taken. The findings and decisions of the Board and reasons therefor shall be summarized and reduced to writing and entered as a matter of public record in the office of the Building and Zoning Commissioner.
   (b)    A copy of the Board's decision shall be transmitted to the petitioner and the Building and Zoning Commissioner. The decision shall be binding upon the Building and Zoning Commissioner and he or she shall incorporate the terms and conditions of the same in any permit, certificate or order subsequently issued to the appellant.
   (c)   The decision of the Board shall become final five days following the date on which the determination is filed of Record in the office of the Building and Zoning Commissioner unless the Board finds that an immediate effective date is necessary for the preservation of property or personal rights, and so certifies on the record.
