All proceedings and deliberations of the Board shall be conducted in public session. The appellant and Commissioner shall present such evidence as the Board deems relevant to the issues raised by the Notice of Appeal and may exercise the subpoena powers of the Board to compel the attendance of any witness. The appellant, Commissioner and such witnesses as are called may, in the Board's discretion, be examined under oath but the absence of sworn testimony shall not invalidate any determination made by the Board.
