1313.14 REVOCATION OF CERTIFICATES.
   The Building and Zoning Commissioner may revoke any Certificate of Registration issued under this chapter upon a finding that the Holder thereof has:
   (a)    Misrepresented any material fact in obtaining the Certificate or in securing a previous renewal thereof;
   (b)    Permitted the Certificate of Registration to be used to obtain a permit for the performance of work knowing that such work is to be performed by one other than the Holder of the Certificate;
   (c)    Represented to any person that the issuance or possession of such Certificate attests to the Holder's honesty, integrity or competency or provides assurance that goods to be furnished or services to be performed by the Holder will be of a certain quality;
   (d)    Commenced work for which a permit is required without obtaining such permit;
   (e)    Concealed work with purpose to prevent or impede the proper inspection thereof;
   (f)    Failed to correct deficient work within the time specified by a lawfully issued notice of code violation or noncompliance;
   (g)    Failed to perform work undertaken within the City without justification;
   (h)    Failed to honor any written warranty or guarantee made in connection with work undertaken within the City;
   (i)    Failed to maintain insurance coverage required by this chapter;
   (j)   Secured or solicited a contract for the performance of work by knowingly misrepresenting the anticipated labor costs to be incurred or by knowingly misrepresenting the specifications of the materials to be used in the performance of such contract.
   Notice of revocation shall be served upon the Holder of the Certificate in writing. Such action shall be subject to appeal to the Board of Building and Zoning Appeals by filing a Notice of Appeal with the Building and Zoning Commissioner within five days following service of such Notice.
