(a) The Building and Zoning Commissioner shall issue a Certificate of Registration as a Building Contractor or Sign Contractor to any applicant for registration who presents satisfactory evidence that the applicant is reasonably qualified by training or experience to engage in work of the type authorized by the certificate. The following shall constitute prima facie evidence that the applicant is reasonably qualified:
(1) Possession of a Certificate of Registration of the type sought previously issued to the applicant by the City of Defiance and in good standing on the date application for renewal thereof is made;
(2) Possession of a current, valid Certificate of Registration, License, Permit or similar authorization to engage in work of the type authorized by the certificate of registration that has been issued to the applicant by a local governmental building authority certified by the Ohio Board of Building Standards to administer and enforce the Ohio Building Code within the territorial jurisdiction of the political subdivision in which the applicant maintains his, her or its principal place of business;
(3) Proof that the applicant is currently eligible to enter into contract with the Ohio Department of Transportation or the Ohio Department of Administrative Services for performance of work of the type authorized by the Certificate of Registration;
(4) An experience statement submitted by the applicant under oath attesting to the applicant's vocational training and/or work experience that, in the opinion of the Building and Zoning Commissioner, evidences that the applicant is reasonably qualified by such training or experience to engage in work of the type authorized by the certificate of registration;
(5) Satisfactory performance on an examination administered at the direction of the Building and Zoning Commissioner to ascertain the extent of the applicant's knowledge of construction principals relevant to work of the type authorized by the Certificate of Registration.
(b) The Building and Zoning Commissioner shall issue a Certificate of Registration as an Electrical Contractor to any applicant for registration who presents satisfactory evidence that the applicant has been issued a License as an Electrical Contractor by the Ohio Construction Industry Examining Board. No proof of qualifications other than the possession of a valid and unexpired license issued in accordance with Chapter 4740 of the Revised Code and regulations of the Ohio Department of Commerce promulgated pursuant thereto shall be deemed sufficient.
(c) The Building and Zoning Commissioner shall issue a Certificate of Registration as a Hydronics Contractor to any applicant for registration who presents satisfactory evidence that the applicant has been issued a License as a Hydronics Contractor by the Ohio Construction Industry Examining Board. No proof of qualifications other than the possession of a valid and unexpired license issued in accordance with Chapter 4740 of the Revised Code and regulations of the Ohio Department of Commerce promulgated pursuant thereto shall be deemed sufficient.
(d) The Building and Zoning Commissioner shall issue a Certificate of Registration as a Mechanical Contractor to any applicant for registration who presents satisfactory evidence that the applicant has been issued a License as a Heating, Ventilating and Air Conditioning Contractor by the Ohio Construction Industry Examining Board. No proof of qualifications other than the possession of a valid and unexpired license issued in accordance with Chapter 4740 of the Revised Code and regulations of the Ohio Department of Commerce promulgated pursuant thereto shall be deemed sufficient.
(e) The Building and Zoning Commissioner shall issue a Certificate of Registration as a Refrigeration Contractor to any applicant for registration who presents satisfactory evidence that the applicant has been issued a License as a Refrigeration Contractor by the Ohio Construction Industry Examining Board. No proof of qualifications other than the possession of a valid and unexpired license issued in accordance with Chapter 4740 of the Revised Code and regulations of the Ohio Department of Commerce promulgated pursuant thereto shall be deemed sufficient.
(f) The Building and Zoning Commissioner shall issue a Certificate of Registration as a Plumbing Contractor to any applicant for registration who presents satisfactory evidence that the applicant has been issued a License as a Plumbing Contractor by the Ohio Construction Industry Examining Board. No proof of qualifications other than the possession of a valid and unexpired license issued in accordance with Chapter 4740 of the Revised Code and regulations of the Ohio Department of Commerce promulgated pursuant thereto shall be deemed sufficient.
