No person, corporation, partnership or other business association shall install, maintain, alter or repair any heating or air conditioning apparatus or advertise him, her or itself as being available for the performance of such work within the City unless such person, corporation, partnership or business association has been issued a certificate of registration as a Mechanical Contractor by the Building and Zoning Commissioner.
