No person, corporation, partnership or other business association shall construct, erect, repair, alter or demolish any building or other structure or advertise him, her or itself as being available for the performance of such work within the City unless such person, corporation, partnership or business association has been issued a certificate of registration as a Building Contractor by the Building and Zoning Commissioner.
