(a) By Resolution duly adopted in public meeting, the Board of Control shall establish, and from time to time may amend, a schedule of fees to be charged and collected at the time application is made for the issuance of any license, certificate of registration, certificate of compliance or permit granted by the Building and Zoning Commissioner.
(b) All fees established pursuant to subsection (a) hereof shall be reasonably related to the actual cost of administration of the Building Code and shall be subject to the following limitations:
(1) Fees established for permits issued under the authority of the Ohio Building Code shall not exceed the amount established by the Ohio Board of Building Standards for plan review, permit issuance and inspection of like-kind work by officials of the State of Ohio engaged in the administration of the Ohio Building Code.
(2) Fees established for permits issued under the authority of the Ohio Residential Code for One, Two and Three Family Dwellings, the Permanent Foundations Guide for Manufactured Housing or other technical codes adopted by Ordinance shall not exceed the amount established by the Ohio Board of Building Standards for comparable services performed by officials of the State of Ohio in connection with the administration of the Ohio Building Code.
(3) Fees established for the issuance or renewal of a Certificate of Registration as a contractor shall be uniform in amount regardless of the type of Registration sought or the amount of time remaining before the Certificate issued will be subject to renewal and shall not exceed one hundred fifty dollars ($150.00); provided, however, that in the event an examination is given to ascertain the extent of an applicant's knowledge of construction principals relevant to work of the type authorized by the Certificate of Registration for which application is made, the actual cost incurred by the municipality for the administration and grading of such examination shall be paid by the applicant in addition to the fee otherwise required by the Resolution of the Board of Control.
