953.06 CONTAINERS REQUIRED; LOCATION.
   (a)    Each and every owner, tenant, housekeeper or other person occupying any single or two-family dwelling in the City which produces garbage for collection shall provide not more than two tight-lidded containers, not exceeding thirty gallon capacity cans, or four standard thirty-gallon plastic garbage bags, in which to place garbage, refuse and other wastes for collection. Said owners, tenants, housekeepers, etc., shall replace reusable containers when they become worn out. Reusable containers, when filled for collection, shall not exceed fifty pounds by weight. Plastic bags, when filled for collection, shall not exceed forty pounds by weight.
   (b)    All containers shall be placed adjacent to the street. On an as-needed basis, dwellings shall be allowed pick-up from an alternative site based upon the resident's documented physical inability to carry his or her garbage adjacent to the street.
   (c)    Once per month, according to a schedule designated by the contractor, any owner, tenant, housekeeper or other person occupying any single or two-family dwelling may utilize a once per month bulk pick-up for disposal of such bulk waste as furniture, appliances, carpeting (six-foot maximum length), bedsprings, mattresses, newspapers securely bundled, and other household rubbish. Such person shall place said waste out for collection adjacent to his or her street, not earlier than twenty-four hours in advance of the time specified by the contractor in the collection schedule.
   (d)    Any owner, tenant, housekeeper or other person occupying any single or two-family dwelling may put out additional quantities of waste in bags or containers. However, the service of picking up and disposing of such additional quantities of waste shall be provided at an additional charge, which charge shall be billed and collected by the contractor.
   (e)   When landfill regulations prohibit the dumping of any items, the City will renegotiate the removal and placement of these items.
