(a) After a contract for the collection and disposal of garbage and other refuse has been entered into between the City and the contractor, no person shall collect garbage or refuse within the City, and no person shall transport for any person, other than himself or herself, any garbage or refuse upon the streets or ways within the City.
(b) The sole exception to subsection (a) hereof shall be the collection and transportation of commercial garbage and rubbish and yard waste.
