The City Administrator may, without prior notice, obstruct any outfall or other connection to the MS4 when immediate suspension of access to the MS4 is necessary to stop an illicit discharge or prevent a threatened illicit discharge that presents a substantial danger to public health, public safety, MS4 facilities, Waters of the State or the environment.
