(a) The City Administrator and such municipal employees as may be designated by the City Administrator are directed to operate and maintain the MS4 and are authorized to enter all premises through which the MS4 flows for the purpose of operating and maintaining MS4 facilities located thereon.
(b) Every person having control of premises through which a watercourse passes shall keep and maintain that part of the watercourse lying within the boundaries of the premises free of trash, debris, excessive vegetation and other obstacles that may contaminate or pollute waters flowing in the watercourse or significantly impede the flow of water through the watercourse.
(c) Every person having control of any structure within or adjacent to a watercourse shall maintain that structure in a manner and to the degree necessary to prevent the structure from becoming a hazard to the use, function, or physical integrity of the watercourse.
