(a) Billing Periods. Wastewater rates provided for in this chapter shall be billed by the City and shall be payable in monthly payments.
(b) Payment. The wastewater rates levied shall take effect and shall thereafter be billed once each calendar month as billing data become available and shall be payable at the office of the Water Division within ten days after billing. In case of failure to pay the bill when it becomes due, a ten percent penalty shall be charged to the account.
