925.07 NOTIFICATION REQUIREMENTS FOR INDUSTRIAL USERS.
   (a)    Discharge Changes. Dischargers shall promptly notify the City, in writing, prior to the introduction of new wastewater or pollutants or any substantial change (increase and/or decrease) in the volume or characteristics of the wastewater being discharged into the public sewer, including the listed or characteristic hazardous wastes for which initial notification was submitted under the pretreatment regulations of 40 CFR 403.12(p).
   (b)    Noncompliance. Dischargers shall notify the City immediately after becoming aware of any discharge which constitutes a violation of this chapter or of a discharge permit or order issued under the provisions of this chapter.

   (c)    Accidental Discharges, Operation Upsets and Slugloads. Dischargers shall notify the City immediately upon becoming aware of any accidental discharge, operation upset or slugload. Significant Industrial Users are also required to notify the POTW immediately of any changes at the user’s facility affecting potential for a Slug Discharge. Such notification shall include:
(1)    Immediate contact, by telephone, with the Superintendent of the Wastewater Treatment Plant to provide awareness of the discharge;
(2)    A written report within five days specifying:
A.    A description of the discharge, the cause thereof and the discharge's impact on any limits;
B.    The amount/volume and duration of the discharge, including exact times and dates;
C.    The time by which the discharge will be discontinued; and
D.    All steps taken or to be taken to reduce, eliminate or prevent recurrence of such a discharge in the future.

   (d)    Industrial Pretreatment Bypasses. (Refer also to Section 925.08(k))
(1)    Anticipated industrial pretreatment bypasses. If an industrial user knows in advance of the need for an industrial pretreatment bypass, such user shall submit prior notification to the City, if possible, at least ten days before the date of such bypass.
(2)    An industrial user shall notify the City of an unanticipated industrial pretreatment bypass that causes a violation of this chapter or of a discharge permit or order issued under the provisions of this chapter. Such notification shall include the following:
A.    Oral notice to the Superintendent of the Wastewater Treatment Plant immediately after the industrial user becomes aware of the need for such bypass.
B.    A written report within five days of the time the industrial user becomes aware of such bypass. This report shall specify the following:
1.    A description of the bypass, the cause thereof, and the bypass’s impact on any limits;
2.    The amount/volume and duration of the bypass, including exact dates and times;
3.    If the bypass has not been corrected, the anticipated time for which it is expected to continue;
4.    Steps taken or planned to reduce, eliminate and prevent recurrence of the bypass.
The City may waive the written report if the oral notice has been received as specified in paragraph (2)A. hereof.
(3)    Industrial pretreatment bypasses not subject to notification requirements. Industrial pretreatment bypasses not subject to the notification requirement specified in paragraphs (d)(1) and (2) hereof include only any such bypass which does not cause a violation of this chapter or of a discharge permit or order issued under the provisions of this chapter, but only if such bypass is to allow for essential maintenance to assure efficient operation.
