925.01 SCOPE; OBJECTIVES.
   (a)    The sewerage system of the City, including all existing and future sanitary and combined sewers, is a public utility. It is necessary and conducive to the protection of the public health, safety and welfare, and for the convenience of the City, to levy and collect charges on all lots, lands and premises now served with water from the Municipal Waterworks, or with water obtained from wells on lots, lands and premises, the liquid being a major factor in the production of sanitary sewage or waste which should be treated according to the State Department of Health standards under strict supervision in order to ensure the preservation of the health, safety and welfare of the inhabitants of the City.
   (b)    The objectives of this ordinance are:
(1)    To prevent the introduction of pollutants into the City wastewater works which will interfere with the operation or performance of the system or contaminate the resulting sludge;
(2)    To prevent the introduction of pollutants into the wastewater works which will pass through the systems, inadequately treated, into receiving waters or the atmosphere, or otherwise be incompatible with the facilities;
(3)    To improve the opportunity to recycle and reclaim wastewaters and sludges from the wastewater works; and
(4)    To provide for the equitable distribution of the costs to operate the water works.
