A source of fluoride approved by the State Department of Health may be added to the water supply of the City under rules and regulations of the State Board of Health. The addition of fluoride shall be administered by the Water Division in a manner approved by the County Director of Public Health. There shall be included in the annual budget of the Water Division an amount necessary to carry on and maintain the program of fluoridation of the City's water supply.
