921.15 INSTALLATION AND MAINTENANCE OF LINES; LEAKS.
   (a)    A water user or property owner shall be responsible for the water service line installation and maintenance from the curb stop or valve into the property, and each new line shall be copper, cast iron or approved plastic, which shall be in place to be connected into by the City at the time of the installation of the service line from the main. All pipe materials and installation shall be those that are approved by the AWWA current specifications as approved by the City Administrator.
   (b)    A charge will be made for the loss of unmetered water through leaks in the service line between the curb stop and the meter if not corrected within a reasonable time of a notice properly served to the water user or property owner. The charge will be based on the estimated volume of water lost, plus a penalty determined by the Board of Control to be collected as other water charges. Water service may be discontinued if deemed necessary by the Board. Labor for repairs to services will be the actual cost from payroll records.
