If the action of any person causes damage to a water service line from the main to and including the curb stop and box, or to a water main, lateral, valve, valve box, valve manhole or fire hydrant, the repair or replacement cost to the City shall be charged to the party causing such damage. The replacement cost to the City for a deteriorated wrought iron service line installation, from the main to the curb stop outlet, shall be charged to the water user or property owner.
