Where an existing water service line has never been connected onto or extended into the property from the curb stop, and the service line was installed by the City but never paid for, the present application for water shall be charged the same rate as this chapter provides for a new service line installation. If the City has already been paid for the existing service line, or if it was installed at no expense to the City, then the present applicant for water shall be charged an equitable service cost in an amount as determined by the City Administrator.
