921.09 NEW SERVICE LINES; FEES.
   (a)    Installation; Ownership.
(1)    New water service lines will be installed by the City or by the developer, as authorized, and in compliance with standards established by the City Engineer, on a main to the applicant's side of the street, road or other right of way at a point most convenient for locating the curb box where it will be protected from damage.
(2)    Each new water service line installation shall include a meter with a remote reading system paid for by the applicant and installed by the City, which will be considered part of the service.
(3)    The ownership of all meters, remote readers and service line installations from the main to the curb box shall remain with the City. The balance of the service line shall be maintained by and be the property of the lot owner.
   (b)    Fees.
(1)    The cost of new service installations from available water mains within the City shall be computed on the basis of a cost formula established by the City Engineer and shall be in effect upon approval by the City Administrator. The formula shall reasonably reflect cost and will reflect variable cost factors, such as labor, equipment, material and other special costs, as applicable. The formula will be available to applicants upon request.
(2)    A surcharge of two hundred twenty-five dollars ($225.00) shall be added to the service installation cost as computed in paragraph (b)(l) hereof for service installations outside the City.
(3)    All costs due from the applicant shall be paid with the application.
   (c)    Special Conditions: Agreements. Where special conditions exist by ordinance or contract, such as reimbursement agreements and restrictions on tap size, the applicant must demonstrate the satisfaction of these conditions as a prerequisite to the installation of the service line.
