The cost rates as shown for metered water are net and these rates will apply on current bills only if the bill is paid on or before the fifteenth day from the date the current bill is mailed. If such bill is not paid by the fifteenth day, a ten percent penalty shall be added. Net rates will not apply unless all previous bills against the account have been fully paid.
