(a) Upon a complaint setting forth the location of a defective sidewalk, the name of the complainant and any other information that the City Engineer deems necessary, the City Engineer shall schedule an inspection of that sidewalk.
(b) The City Engineer shall establish a routine inspection of sidewalks which the City has the duty to maintain. A regularized inspection of the condition of sidewalks throughout the City shall be accomplished on a five year cycle. In order to allow for more control and to promote competitive bidding, the City Engineer shall divide the City into sidewalk-improvement districts, and inspection and repair shall be accomplished according to the program schedule established by him or her.
