905.15 ENFORCEMENT.
   The City Administrator, in conjunction with the Building and Zoning Commissioner, and members of the Police Division, shall be responsible for the enforcement of this chapter. The City Administrator and his or her agents in the City Engineering Division shall be responsible for permit administration and supervision of construction activity governed by this chapter. The City Engineer is hereby authorized to undertake a survey of the conditions of sidewalks within the City and is authorized to adopt a program of regularized inspection and repair of sidewalks. The City Administrator, in conjunction with the City Engineer, shall specify the standards and procedures by which the construction goals of this chapter are to be implemented.
