During the course of work in a right of way, the person responsible for the work shall post signs, warning signals or barriers adequate to inform residents of hazards associated therewith. Where paving is involved, the barriers shall remain through final inspection by the City, or the time necessary for the sidewalk to cure, whichever is later. No person, without authorization, shall remove a barrier required by this section.
