Every owner of a lot or parcel of land situated within the City shall repair and maintain free of hazard that portion of the sidewalk along the public street, alley or way adjacent to his or her lot or parcel. Any person who fails to comply with this section shall be liable in damages to any person injured on any such walk not properly repaired and maintained.
