905.03 OBSTRUCTIONS.
   (a)    No person shall place or deposit, or cause to be placed or deposited, upon any street or sidewalk in the City, any wood, coal, boxes, barrels, crates, kegs, lumber, wares, furniture, merchandise, waste paper, rags, rubbish or other material, thing or obstruction whatsoever. However, it shall not be unlawful to deposit any of such materials where their placement is for a reasonable time as may be actually necessary for receiving or discharging the same from a store or building, and where the materials are placed in a manner so as not to obstruct drainage.
   (b)    In Business Districts where the sidewalk is at least eight feet in width, merchants shall be permitted to display merchandise, goods or wares on the three-foot width of the sidewalk adjacent to their business premises. If the sidewalk is less than eight feet in width, a minimum width of five feet nearest the street shall not be occupied by vehicle displays.
   (c)    No person, alone or in concert with a group of persons, shall stand or sit in the right of way for the purpose of obstructing the free passage of vehicles in the streets or pedestrians on the sidewalks and crosswalks.
