735.04 CONDITIONS FOR ISSUANCE OF PERMITS; EFFECTIVE PERIOD.
   (a)    Upon completing an application for a permit required by this chapter, the applicant shall submit it to the Police Division. The application shall be reviewed by the Chief of Police to see if the requirements for the issuance of a permit provided in subsection (b) hereof are met. If the requirements are met, the Chief shall issue the permit. The Chief shall make his or her determination within one week, unless good cause is shown for delay.
   (b)    Wrecker operators must comply with the following requirements before a permit will be issued:
(1)    The operator must agree to be available to receive requests for towing through the police dispatcher during the hours indicated and at the telephone number indicated on his or her application for a permit.
(2)    The operator shall keep and maintain towing equipment which is adequate to perform such towing service in a reasonably workmanlike manner.
(3)    The operator must agree to comply with all reasonable directives of the police officer in charge at the scene of an accident or disabled vehicle.
(4)    The operator must agree to provide proof that he or she is adequately insured against liability for any bodily injury or property damage to the public arising out of the operation of his or her business during the period for which his or her permit is in force.
   (c)    Permits issued under this chapter shall have a duration of one year. Thereafter, operators shall reapply for a permit annually.
