This chapter does not apply to the business of purchasing articles that are made of or contain gold, silver, platinum or other precious metals or jewels. For purposes of this section, a person is engaged in the business of purchasing articles that are made of or contain gold, silver, platinum or other precious metals or jewels if and to the extent that, in any manner, he or she holds himself or herself out to the public as willing to purchase such articles for a consideration, and he or she intends to resell such articles, whether in the same or a different form or condition as when purchased.
