Any person who is denied issuance of a license or who has had a license issued under this chapter revoked may request review of the determination of the Chief of Police by the City Administrator. The Administrator shall affirm the determination of the Chief of Police unless he finds that it is predicated upon a mistaken conclusion of fact.
