723.03 ISSUANCE.
   Within ten business days following submission of all information required by Section 723.02, the Chief of Police shall issue the applicant a license to engage in business as a peddler between the hours of 9:00 a.m. and 4:30 p.m. for a period of six months commencing on the date of issuance of the license, or for such lesser period of time as may be requested by the applicant, unless the Chief of Police determines:
   (a)   That the applicant has made one or more material misrepresentation of fact within the application;
   (b)   That the business activity proposed by the application cannot be lawfully conducted by the applicant either because the activity is inherently unlawful or because the applicant has failed to demonstrate possession of all licenses required to lawfully engage in a business activity that is regulated by federal, state or municipal authorities; or
   (c)   That the applicant is not suitable for licensure by reason of:
      (1)   Prior conviction of a felony offense;
      (2)   Conviction of a misdemeanor offense involving moral turpitude within five years preceding the filing of the application for licensure;
      (3)   Previous denial, suspension or revocation of any license, permit, registration or other governmental authorization to engage in a business activity that requires licensure under this chapter when conducted within the City for conduct that would warrant suspension or revocation of that authorization under the standards established by Section 723.06.
