For the purpose of enforcing the provisions of this chapter, the Building and Coning Commissioner, or any person designated by him or her, is hereby authorized, at any reasonable time, to enter upon and inspect any premises or property in the City when he or she has reasonable cause to believe that a violation of any of the provisions of this chapter is taking place.
