In addition to the penalty provided in Section 711.99, upon the failure by a land owner to comply with an order of the Building and Zoning Commissioner or his or her duly authorized deputy with regard to the abatement of a violation of any of the provisions of this chapter, the Building and Zoning Commissioner or any person designated by him or her shall be authorized to enter upon the premises and abate the violation. In doing so, the Building and Zoning Commissioner or his or her deputy may take such action as is necessary to complete the abatement at the best price obtainable. The Building and Zoning Commissioner or his or her deputy shall make a written report to the County Auditor of his or her action with a statement of the charges for the services, the amount paid for labor and a proper description of the premises. These amounts, when allowed, shall be entered upon the tax Duplicate, shall be a lien upon the lands from and after the date of entry and shall be collected as other taxes and returned to the City with the General Fund.
