For the purpose of enforcing this chapter, the Building and Zoning Commissioner, or any person designated by him or her, is hereby authorized, at any reasonable time, to enter upon and inspect any premises or property within the City when he or she has reasonable cause to believe that a public nuisance, as defined in this chapter, exists.
