505.02 ANIMALS RUNNING AT LARGE.
   (a)   No owner or keeper of any animal shall permit it to run at large.
 
   (b)   No owner or keeper of any female dog shall permit it to go beyond the premises of the owner or keeper at any time the dog is in heat, unless the dog is properly in leash.
 
   (c)   The running at large of any animal is prima-facie evidence of a violation of this section by the owner or keeper.
   (d)   (1)   Whoever violates this section is guilty of a minor misdemeanor for a first offense and a misdemeanor of the fourth degree for each subsequent offense.
      (2)   In addition to the penalties prescribed by this section, the court may order any offender convicted of permitting a dog to run at large in violation of subsection (a) or of a violation of subsection (b) to personally supervise the dog that he owns or keeps, to cause that dog to complete dog obedience training, or to do both.
