373.15 REMOVAL OR MUTILATION OF FRAME OR PLATE NUMBER.
   (a)   No person shall purposely or knowingly remove, destroy, mutilate or alter the numbers of any bicycle frame licensed pursuant to this chapter. No person shall remove, destroy, mutilate or alter any license plate, seal or registration card during the term in which the same is operative. However, nothing in this section shall prohibit the Police Division from stamping numbers on the frames of bicycles on which no serial number can be found, or on which the number is illegible or insufficient for identification purposes.

   (b)   Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
