(a) Persons using roller skates, in-line roller skates, roller blades, skateboards and similar wheeled devices, excluding bicycles, shall comply with all provisions of this chapter.
(b) No person shall use roller skates, in-line skates, roller blades, skateboards or any similar wheeled device, excepting devices designed and used to enhance the mobility of handicapped persons, within the area bounded by Fort Street, Perry Street, Arabella Street and Wayne Avenue between the hours of 9:00 a.m. and 6:00 p.m. on any day of the week other than Sunday. (c) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
